Dear Wellesley,
We recently made a suggestion to you that Sir E. Stubbs should discuss personally with you the question of the co-operation necessary between His Majesty's Representative at Canton and the Ibng Kong Government.
It now appears that Sir E. Stubbs is not likely to be available for some weeks; and in view of the arrangements described in our official answer to your letter of the 8th of July, which is now being sent off to you, it may perhaps not be necessary to
pursue the question further.
